According the the preface, Birlin has made no substantive changes to the previous edition. Rather, she corrected errors and added a previously unpublished and still incomplete essay on biblical simile by Lida Knorina. Thus, if you own the original, you need to decide if the essay on simile is worth the full cover price.
However, if you don't own the first edition, do buy her work; it is excellent. She covers all the various types of biblical parallelism in depth using Hebrew examples with English translations. Although I read the first edition before I knew Hebrew, I would recommend having at least a rudimentary understanding of Hebrew before tackling this work. I had a hard time understanding morphological, lexical, and phonological parallelism without basic Hebrew skills. If you enjoy this work you may also want to read Robert Alter's less technical book The Art of Biblical Poetry.
